Permits state universities to establish reduced tuition rates for concurrent enrollment courses, with the intent that such rates reflect the cost of administering and overseeing the program.

Defines eligible public high schools as schools operated by school districts or public school academies that have agreements with state universities, and includes intermediate school districts providing courses on behalf of qualifying high schools.
