Amends the Michigan Liquor Control Code to allow on-premises licensees in central business districts to sell alcoholic liquor between 2 a.m. and 4 a.m. on Saturdays and Sundays if approved by local legislative body resolution.

Requires applicants for extended hours permits to submit a $10,000 annual permit fee, obtain local legislative approval, and demonstrate security measures including 1 security person per 50 customers and 360-degree video surveillance.

Mandates at least 1 security person on licensed premises from 11 p.m. Friday to 4 a.m. Saturday and 11 p.m. Saturday to 4 a.m. Sunday.

Creates an extended hours permit fund with revenue distributed as: 5% to local municipalities for administration costs, 85% to police departments for enforcement, and 10% to the liquor commission.

Establishes 90-day approval process for local legislative bodies to review applications, with commission authority to issue permits if local body fails to act within the timeframe.
