Extends the deadline for community college districts to enter into new jobs training agreements with employers from December 31, 2020 to December 31, 2023.

Requires new jobs to pay at least 175% of the state minimum wage and defines new jobs as full-time positions that result in net employment increases for the employer.

Prohibits counting jobs of recalled workers, replacement jobs, or jobs relocated from other Michigan municipalities as qualifying new jobs under the program.

Establishes that community college districts can fund training programs through new jobs credits from employee withholding taxes, employer payments, or tuition and fees.

Requires community college districts to file quarterly certifications and annual reports with the Department of Treasury detailing employer agreements, withholding amounts, bonds issued, program participants, and hiring outcomes.
