SB 92 Summary

• Creates the Michigan Commission on Law Enforcement Standards (MCOLES) with 16 members including the attorney general, state police director, a major city police chief, and representatives from law enforcement organizations and the public, appointed by the governor for 4-year terms.

• Establishes licensing requirements and procedures for law enforcement officers through four separate pathways: general officers, sheriffs, Michigan tribal law enforcement officers, fire arson investigators, and private college security officers sworn by local chiefs or deputies.

• Requires law enforcement agencies to verify compliance with licensing standards before administering oaths of office and to submit attestations to MCOLES within 10 calendar days; MCOLES grants licenses upon compliance verification or may deny licensure.

• Authorizes MCOLES to revoke licenses for fraud in application materials, convictions for felonies or specific misdemeanors including repeat DUI offenses and controlled substance violations, with revocation proceedings conducted as contested cases under the Administrative Procedures Act.

• Creates the Law Enforcement Officers Training Fund to support training academies and operations; allows MCOLES to collect fees for licensing and pre-employment screening and to receive appropriations from the secondary road patrol and training fund (not exceeding 5.7% annually).
