Creates the Michigan Justice Training Fund in the state treasury to provide law enforcement distributions and grant awards for criminal justice in-service training, with 60% of annual funds distributed to eligible law enforcement entities in two semiannual installments.

Distributes law enforcement funds on a per-full-time-equated-officer basis calculated by dividing total compensated hours by 2,080 hours, with a minimum annual distribution of $500 if funds are sufficient.

Restricts law enforcement distribution expenditures to criminal justice in-service training, direct training costs, tuition, travel reimbursement at state civil service rates, and consortium fees, with equipment purchases exceeding $5,000 or 10% of annual distribution requiring prior commission approval.

Requires all criminal justice in-service training courses to be registered through the MCOLES information and tracking network before training occurs, and mandates eligible entities expend distributions within 2 years or forfeit further distributions until expended.

Authorizes the Commission on Law Enforcement Standards to award grants to grantees for providing criminal justice in-service training, with prohibition on grants to professional associations, and establishes audit authority for the auditor general every 2 years.
