Creates and establishes the justice system fund in the state treasury to receive court assessment and cost revenue designated by law.

Distributes fund proceeds monthly with $10.00 per civil infraction action allocated to the secondary road patrol and training fund.

Allocates remaining fund balance to 12 designated recipients including highway safety (23.66%), jail reimbursement (11.84%), Michigan justice training (11.84%), and court equity fund (24.33%).

Directs state treasurer and court administrative office to monitor fund collection and distribution, receiving 0.98% each for administrative costs.

Takes effect January 2, 2017, contingent upon enactment of Senate Bill No. 92 of the 98th Legislature.
