Michigan Commission on Law Enforcement Standards shall set quality standards for audiovisual recording of statements and assess initial and ongoing costs for law enforcement agencies to purchase recording equipment every 2 years.

Legislature shall annually appropriate funds to the Michigan Commission on Law Enforcement Standards for distribution to law enforcement agencies to purchase audiovisual recording equipment, separate from existing appropriations to the commission and Department of State Police.

Law enforcement agencies must implement audiovisual recording requirements within 120 days of receiving funds or equipment from the commission, or within 60 days if they already have compliant equipment when standards are adopted.

Funds for audiovisual recording equipment cannot be appropriated from the Michigan Justice Training Fund or the Department of State Police budget.

Act takes effect 90 days after enactment and is contingent on Senate Bill No. 92 of the 98th Legislature being enacted into law.
