State agencies applying for federal or other financial assistance must notify the department, senate majority leader, house speaker, affected appropriations subcommittee chairs, and fiscal agencies within 10 days of submitting an application.

Notification of application must include all known terms and conditions associated with the federal or other financial assistance being sought.

State agencies must notify the same parties within 10 days after receiving notice that an application for federal or other financial assistance is awarded, rejected, revised, or deferred, including all stipulations and conditions.

State agencies administering federal grants or other financial assistance available to local governments must report to the legislature, affected appropriations subcommittee chairs, and fiscal agencies within 30 days of award notification, including the availability of funds and allocation plan.

State agencies cannot commit federal or other financial assistance funds before notifying the legislature and receiving a subsequent appropriation by the legislature.

Each principal department must report to legislative leadership and fiscal agencies by December 1 and June 1 each year with estimates on realized and expected federal revenues or other financial assistance for the remainder of the fiscal year, detailed by source, program, and federal domestic assistance account.
