Requires the Department of Transportation to maintain and publish an annual "road construction transparency data file" containing detailed information on all road and bridge projects funded in whole or in part by state revenue.

Data file must include project details such as road/bridge name, cost, funding sources, lane miles, design life, resurfacing intervals, load profiles, completion date, and current condition in tab-delimited or Excel format.

Department must identify project personnel including the project manager, design engineer, construction contractor, and individuals certifying compliance with design specifications and material standards.

Department must add project data within 30 days of final project acceptance, update road condition status at least every 2 years, and post the file online for public download.

If the department fails to comply with posting requirements, the project manager must report to the Senate and House transportation appropriations subcommittees at a hearing within 60 days of project completion; takes effect 90 days after enactment.
