Appropriates $30,000,000 from the state general fund for the fiscal year ending September 30, 2016 to address the Flint water emergency.

Allocates funds to reimburse the water enterprise fund of the city of Flint through credits posted to customers' accounts for water billings from April 30, 2014 through the expiration of the disaster declaration.

Provides residential customers credits up to 65% of water amounts billed and all other customers credits up to 20% of water amounts billed during the specified period, with credits calculated at rates consistent with billing time.

Prohibits administrative charges from being removed or expended from the appropriation and requires state treasurer authorization for all expenditures from these funds.

Requires the Department of Treasury to submit quarterly reports to legislative appropriations committees on fund distribution and allows the state treasurer and auditor general to audit transactions related to the appropriation.
