Requires school meal programs to meet nutritional standards prescribed by the United States Department of Agriculture under the National School Lunch Act.

Allows school boards to charge meal fees not exceeding the actual average daily cost of meals, milk, and accessories minus any food and financial assistance received.

Mandates provision of free and reduced-price meals and milk to eligible pupils, with confidentiality protections and prohibitions against discrimination or overt identification of eligible students.

Requires school boards to provide parent and pupil participation in planning and evaluating school meals and other foods sold on school premises.

Establishes a minimum upper limit of 2 fund-raising activities per week during school hours that may sell food or beverages not meeting nutritional standards, with state and local control over implementation.
