Requires promoters to obtain bonds ($20,000-$50,000), pay event fees ($500), and submit regulatory and enforcement fees (3% of broadcasting rights or $25,000 maximum) for certain events.

Implements comprehensive contestant safety standards including mandatory medical clearances, drug testing protocols, weight class restrictions, medical exams for hepatitis B/C and HIV, and physician oversight at all events.

Creates disciplinary authority to suspend, revoke, or fine licensees for violations including fraud, collusion, gambling on contests, failure to comply with medical requirements, and other misconduct, with administrative fines up to $100,000 for non-contestants.
