• Amends the Security Alarm Systems Act (2012 PA 580) to modify definitions and exemptions for system providers subject to state registration requirements.

• Excludes security guard agencies licensed under the occupational code from being classified as "system providers" when they respond to burglar, fire, or supervisory alarms or use client-installed equipment for normal end-user functions like video monitoring and access control.

• Defines "normal end user functions" to include video and alarm monitoring, retrieving video history, controlling access, maintaining databases, and audio communication performed on-site or remotely.

• Takes effect 90 days after enactment, conditioned on simultaneous passage of Senate Bills 161, 162, and 164 (tie-bar provision).

• Clarifies that security guard agencies responding to alarms may review alarm history, reset alarms, and bypass protected zones as necessary without triggering system provider registration requirements.
