Defines "commercial quadricycle" as a vehicle with fully operative pedals, at least 4 wheels, at least 6 passenger seats, designed for human-powered or motor-assisted propulsion, and used for commercial purposes by the owner or an employee.

Excludes commercial quadricycles from the definition of "motor vehicle" under Michigan vehicle law, similar to existing exclusions for electric patrol vehicles, electric personal assistive mobility devices, and electric carriages.

Amends section 33 of the Michigan Vehicle Code (1949 PA 300) to clarify that commercial quadricycles are not subject to motor vehicle registration and regulation requirements.

Effective immediately upon enactment, contingent on the passage of Senate Bill No. 165 of the 98th Legislature.
