Requires vehicle operators to stop at least 20 feet from a stopped school bus displaying two alternately flashing red lights and remain stopped until the bus resumes motion or signals are deactivated.

Allows local units of government (county, city, village, or township) to operate automated traffic enforcement safety device programs on school buses to detect and prosecute violations after consulting with the school board.

Establishes that automated traffic enforcement devices must be affixed to school buses, detect vehicles passing stopped buses, and capture photographed or video images of the violating vehicle's rear registration plate with date, time, and location.

Permits vehicle registered owners to be presumed the driver at time of violation based on proof the vehicle violated the law, though this presumption is rebuttable.

Authorizes judges or magistrates to order violators to perform up to 100 hours of community service at a school in addition to civil fines and costs.
