SB-0187 Summary

• Amends the Traxler-McCauley-Law-Bowman bingo act to restructure gaming regulations under Article 1 (bingo, raffles, charity games, numeral games) and creates new Article 2 governing millionaire parties.

• Removes millionaire party licensing from Article 1 and establishes separate Article 2 provisions requiring millionaire party applicants to submit detailed applications including dealer information, demarcated gaming areas, and nonprofit status affidavits to the executive director.

• Sets millionaire party license fees at $50.00 per day with limits of 4 licenses per organization per calendar year, each valid for up to 4 consecutive days at a single location, with maximum 2 events per day and 4 events per week at any location.

• Requires millionaire parties to maintain at least 2 bona fide members present at all times, prohibits location owners from participating in event management, restricts dealers to bona fide members or supplier employees with no felony/gambling/fraud convictions, and caps daily wagers at $15,000.00 ($60,000.00 total for multi-day events under specific conditions).

• Repeals prior millionaire party provisions (MCL 432.110a, 432.110b, 432.120) and requires the executive director to promulgate new administrative rules for Article 2 implementation.
