Requires mandatory permanent expulsion of students in grade 6 and above who commit physical assault against school employees, volunteers, or contractors, or make threats to kill such individuals at school.

Permits suspension or expulsion (at school board discretion) for students in grade 6 and above who commit verbal assault against school staff or make bomb threats or similar threats directed at school buildings, property, or events.

Establishes a reinstatement process allowing expelled students to petition after 150 school days, with a review committee recommending unconditional reinstatement, conditional reinstatement, or denial based on factors including risk of harm, student age, school record, and behavior since expulsion.

Requires school districts to refer permanently expelled students to county social services or mental health agencies within 3 days and to report all assaults and threats to law enforcement and prosecutors.

Restricts permanently expelled students from enrolling in any Michigan public school unless reinstated, except for alternative education programs and strict discipline academies that may admit them at district discretion.
