Prohibits any person from using, offering for use, possessing, selling, or offering to sell powdered alcohol, defined as alcohol sold in powder form for direct use or reconstitution.

Violation of the prohibition constitutes a misdemeanor punishable under section 909 of the Alcoholic Beverage Control Act.

Exempts hospitals primarily conducting scientific research, state institutions conducting bona fide research, private colleges and universities conducting bona fide research, and pharmaceutical or biotechnology companies conducting bona fide research.

Effective date is January 26, 2016 (90 days after enactment on October 28, 2015).
