Increases the training hourly wage for employees under 20 years old from $4.25 to $6.25 per hour during the first 90 days of employment.

Establishes the minimum hourly wage for employees under 18 years old at 85% of the general minimum wage established in section 4 or the federal minimum wage, whichever is greater.

Prohibits employers from displacing existing employees to hire individuals at the reduced training wage, with displacement including termination, hour reductions, wage cuts, or benefit reductions.

Subjects violators of the displacement prohibition to a civil fine of not more than $1,000.00.

Exempts active members of or those with honorable discharge from any branch of the U.S. Armed Services from the reduced wage rates.
