Creates a "consent calendar" process allowing juvenile cases to proceed informally if the juvenile, parent/guardian, and prosecutor all agree, as an alternative to formal court proceedings.

Requires consent calendar cases involving alleged crimes to follow crime victim rights procedures, and mandates the prosecutor notify victims when a case is transferred to the consent calendar.

Restricts consent calendar case records from disclosure to federal agencies or military recruiters, but allows access to law enforcement, courts, prosecutors, and the Department of Health and Human Services for abuse/neglect investigations.

Prohibits consent calendar case plans from removing juveniles from parental custody and specifies that statements made during consent calendar proceedings cannot be used against the juvenile in a subsequent formal trial on the same charge.

Upon successful completion of the consent calendar case plan, the court must close the case and destroy all records, except the Department of State Police shall maintain a nonpublic record accessible only to specified entities for employment and duty-related purposes.
