Adds autocycles as an exception allowing manufacturers to engage in direct retail sales, purchases, exchanges, repairs (including warranty and recall work), and related services without restriction.

Defines "autocycle" by reference to section 25a of the Michigan Vehicle Code, MCL 257.25a.

Modifies language regarding manufacturer knowledge in export/resale situations to establish a rebuttable presumption that dealers did not know of customer intent to export or resell if the vehicle was titled in the United States, with the burden on manufacturers to prove otherwise.

Makes technical corrections to existing prohibitions on manufacturer conduct, including clarifications on performance standards, executive management changes, documentary preparation fees, and related dealer protections.

Takes effect 90 days after enactment.
