Establishes Michigan probate court jurisdiction over guardianship appointments if the individual resides in Michigan or is present in the state with a significant connection to it.

Establishes Michigan probate court jurisdiction over conservator appointments and protective orders if the individual resides in Michigan or is present in the state with a significant connection to it.

Requires courts to consider six factors when determining significant connection to Michigan, including the individual's wishes, family location, property location, length of presence in the state, and ties such as voting registration, tax filing, vehicle registration, and driver license.

Applies the same jurisdictional standards and significant connection factors to both guardianship and conservatorship proceedings.

Takes effect 90 days after enactment into law.
