Increases maximum length for motor vehicle combinations using saddle mounts from 55 feet to 97 feet on designated highways.

Maintains existing height limit of 13 feet 6 inches for all vehicles and holds vehicle owners liable for damage from collisions with bridges or viaducts regardless of posted clearance.

Preserves length restrictions for other vehicle combinations including truck tractors with semitrailers (53 feet on designated highways), articulated buses (65 feet), and recreational vehicles (65-75 feet).

Requires all vehicle combinations to comply with motor carrier safety standards and connecting assembly requirements under 1963 PA 181.

Takes effect February 28, 2016, 90 days after the Governor's approval on November 30, 2015.
