Eliminates service credit eligibility for public school employees on employee organization professional services leave or released time that begins after the bill's effective date (90 days after enactment).

Grandfathers existing leave arrangements that began before October 1, 1996 and are annually renewed, allowing those members to receive service credit under specified conditions.

Requires members or public school employee organizations to reimburse reporting units on a current basis for amounts paid to the retirement board for professional services leave or released time.

Maintains existing service credit rules for sabbatical leaves and for members with leave of absence arrangements that began before October 1, 1981.

Changes statutory language from "shall" to "must" and "upon" to "on" for consistency in legal terminology throughout the section.
