Creates a Commission on Pay Equity within the Department of Civil Rights.

Commission membership includes the Director of Civil Rights (chair), Director of Michigan Economic Development Corporation, and eight governor-appointed representatives from women's organizations, business groups, labor unions, and agricultural associations.

Commission shall develop definitions of comparable wages using criteria of composite skills, responsibility, effort, education or training, and working conditions.

Commission must hold meetings and hearings to develop models and guidelines for employers and employees on pay equity.

Commission must present findings and recommendations to the legislature, governor, and public no later than 1 year after members are appointed; all meetings are subject to open meetings requirements.
