Requires individual line item amounts in the budget to specify the number of FTE positions to be funded by each line item amount

Specifies that one executive budget bill and one enacted budget bill must contain estimated revenue for each state operating fund, summary totals for each fund, and a statement of estimated state spending paid to local units compared to total state spending

Takes effect 90 days after enactment
