Secretary of State may develop and issue fund-raising license plates recognizing black Greek letter organizations, with designs created jointly by the Secretary of State and the organization being recognized.

Creates the black Greek letter organization fund within the state treasury to receive and invest donations from plate sales, with interest and earnings remaining in the fund.

Secretary of State transfers donation money from each fund-raising plate to the state treasurer for deposit into the black Greek letter organization fund.

State treasurer disburses funds quarterly to each organization's state scholarship fund, or to the United Negro College Fund if the organization does not have an established state scholarship fund.

Applies to nine specified black Greek letter organizations: Alpha Kappa Alpha Sorority, Alpha Phi Alpha Fraternity, Delta Sigma Theta Sorority, Iota Phi Theta Fraternity, Kappa Alpha Psi Fraternity, Omega Psi Phi Fraternity, Phi Beta Sigma Fraternity, Sigma Gamma Rho Sorority, and Zeta Phi Beta Sorority.
