Grants public the right to tape-record, videotape, broadcast live on radio, and telecast live on television proceedings of public body meetings without requiring prior approval from the public body.

Allows public bodies to establish reasonable rules and regulations to minimize disruption during meetings while exercising recording and broadcasting rights.

Prohibits requiring meeting attendees to register, provide personal information, or fulfill conditions precedent to attendance.

Permits persons to address public body meetings under rules established and recorded by the public body, with legislature able to limit public comment to prescribed times at hearings and committee meetings.

Takes effect 90 days after enactment into law.
