Removes the January 1, 2015 deadline for counties to transfer road commissioner powers to county boards of commissioners, making the transfer process ongoing rather than time-limited.

Allows county boards of commissioners in counties with 12 or fewer surveyed townships to appoint road commissioners instead of requiring elections, with removal only after written notice and hearing.

Permits counties with populations of 750,000 or more that adopt a charter to reorganize road commissioner powers under that charter with voter approval on a separate ballot question.

Requires county boards proposing to alter the number of road commissioners to hold at least one public hearing with 28 days' notice to the road commission and public.

Requires a minimum of 2 public hearings before any resolution can transfer road commissioner powers to the county board of commissioners.
