Amends MCL 46.11 to remove the "Before January 1, 2015" deadline, allowing county boards of commissioners to transfer powers of appointed or elected county road commissioners to themselves at any time by majority vote.

For appointed road commissioners, the county board passes a resolution transferring all powers and functions; the appointed board dissolves on the date specified in the resolution.

For elected road commissioners, the county board must submit the transfer question to voters at the next regular election; if approved by a majority, the elected board dissolves and the county board assumes all road commissioner powers.

If road commissioner powers are transferred and the county drain commissioner office was previously transferred to the road board, the county board must reestablish the drain commissioner as an elected office with an interim appointed commissioner.

Allows counties to reestablish a county road commissioners board if the county board determines it would provide cost savings and better serve county residents, subject to voter approval.
