Amends 1969 PA 287 to expand regulation to include dog breeding operations alongside existing pet shops and animal shelters.

Department of Agriculture must promulgate rules within 18 months establishing minimum standards for dog breeding operations consistent with accepted animal welfare standards; dog breeding operations must comply with federal regulations (9 CFR 3.1 to 3.19) until state rules are adopted.

Creates an Animal Welfare Commission within the Department of Agriculture with 13 members including animal shelter employees, veterinarians, animal control officers, dog breeders, and public representatives; commission operates independently except for budgeting and procurement functions.

Commission must submit recommendations to the department within 9 months for rules defining and regulating dog breeders; commission is dissolved 30 days after state rules take effect and section is repealed 2 years after the amendatory act's effective date.

Licensing and registration requirements do not apply to individuals breeding their own animals or persons subject to 1969 PA 224; bill does not exempt entities from existing vaccination, licensing, and handling requirements under dog law and ferret regulations.
