Sets annual lease consideration for private residential harbors formed by breakwaters at $10.00 maximum, with authority to waive the fee if the owner allows public harbor of refuge use during storms.

Requires fair cash market value consideration when applicants willfully and knowingly made fraudulent changes to lands, with opportunity for applicants to request a hearing on such determinations.
