Requires persons soliciting fees for deed copies to display in at least 24-point type on solicitation documents that the solicitation is not from a public body, no action is legally required, the statutory fee charged by the public body, contact information for the public body, and the solicitor's name and physical address.

Prohibits solicitation documents from appearing to be issued by a public body or imposing legal duties, and limits fees charged to no more than 4 times the statutory fee charged by the register of deeds.

Requires persons soliciting deed copies to provide the county register of deeds with a copy of the solicitation document at least 15 days before distribution.

Exempts title insurance companies, licensed mortgage professionals, and real estate brokers or salespersons from these requirements.

Authorizes the Attorney General to investigate violations and seek injunctions; establishes civil fines of up to $100 per document for first violations and up to $200 per document for subsequent violations, with collected fines distributed to public libraries.
