Waives examination requirements and grants automatic reciprocity certification to firefighters from other states who were certified after completing training meeting or exceeding National Fire Protection Association standard no. 1001 (Fire Fighter I and II) by an international accreditation fire service organization.

Allows the state fire marshal to waive examination requirements for veterans separated from the armed forces with honorable discharge who completed firefighter training meeting NFPA 1001 standards while serving in the U.S. armed forces.

Requires presentation of certification records from other states to automatically result in state certification without additional examination or approval process.

Maintains existing examination requirements for new full-time firefighters (must pass both Part 1 and Part 2 within 12 months) and volunteer/on-call firefighters (must pass Part 1 within 24 months), with exceptions for those already employed as of October 1, 1988.

Preserves the state fire marshal's authority to develop and administer examinations based on NFPA 1001 standards and to conduct examinations at least once yearly in each county.
