Increases civil fines for overweight vehicle violations, doubling the per-pound rates for excess loads: 6 cents (previously 3 cents) per pound for overages of 2,000 pounds or less, up to 40 cents (previously 20 cents) per pound for overages exceeding 10,000 pounds.

Establishes tiered misload fines for vehicles exceeding permitted axle weights: $200 per axle for overages of 1,000-4,000 pounds, $400 per axle for overages of 4,000-8,000 pounds, and standard schedule fines for overages exceeding 8,000 pounds.

Changes language in Section 724(4)(b) from "may" to "shall" regarding imposition of misload fines when one or more axles exceed maximum allowable weight by 1,000-4,000 pounds.

Adds new language in Section 724(4)(d) specifying misload fine of $400 per axle for vehicles exceeding permitted axle weight by 4,000-8,000 pounds, with calculation limited to 3 axles maximum.

Takes effect 90 days after enactment.
