Establishes the "Motorcycle Safety Training Civil Liability Act" to provide liability protections for property owners who allow their land to be used for motorcycle safety courses under Michigan Vehicle Code sections 811a and 811b.

Property owners are protected from civil liability for personal injury or property damage caused by the conducting of motorcycle safety courses on their property.

Liability protection does not apply if injury or damage resulted from the property owner's failure to warn against dangerous conditions, uses, structures, or activities that constituted willful or wanton misconduct.

Defines key terms including "motorcycle safety course," "personal injury" (including death), "wanton misconduct" (indifference to harm), and "willful misconduct" (intended to harm).

Takes effect 90 days after enactment into law.
