Increases penalties for manufacturing methamphetamine on or within 1,000 feet of school property or a library to imprisonment or fines of not more than twice that authorized for basic methamphetamine manufacturing.

Establishes that a person distributing marijuana without payment and not for commercial purposes commits a misdemeanor punishable by up to 1 year imprisonment or $1,000 fine, unless the distribution complies with federal or state law.

Maintains existing penalties for delivering or distributing Schedule 1 or 2 narcotic drugs to individuals under 18 who are at least 3 years younger, with enhanced sentences of 1-2 years imprisonment.

Defines "library" to include state, county, city, township, village, school district, community college, college, university, and private libraries open to the public.

Defines "school property" as buildings, playing fields, or property used for K-12 instruction in public, private, denominational, or parochial schools, excluding adult education facilities.

Takes effect 90 days after enactment.
