Creates a qualified airport fund to receive deposits of sales and use tax money designated under the general sales tax act and use tax act

Modifies the state aeronautics fund to receive aviation fuel taxes, sales and use tax portions, licensing fees, and revenue from state-operated aeronautical facilities

Requires all money from these sources to be paid into the state treasury and credited to the respective funds

Takes effect 90 days after enactment, with effectiveness conditioned on simultaneous enactment of Senate Bills 418, 425, 612, 613, and 614
