Amends the Michigan Aeronautics Code (1945 PA 327) to add a definition of "drone" as an aircraft or other flying device that is remotely controlled.

Modifies the definition of "balloon" to clarify it is a lighter-than-air aircraft not engine driven that sustains flight through gas buoyancy or an airborne heater.

Revises the definition of "commercial activity or operations" to include activities such as gasoline/oil sales, charter flying, flight instruction, aircraft shelter, tie-down services, and aircraft repair or overhaul.

Amends the definition of "decal plate" to clarify it is the distinctive tab, sticker, decal, or plate issued by the commission with aircraft registration certificates.

Takes effect 90 days after enactment only if Senate Bill 432 of the 98th Legislature is also enacted into law.
