Establishes a statewide electronic vulnerable adult abuse registry maintained by the Department of Health and Human Services to track individuals convicted of vulnerable adult abuse offenses.

Requires the department to work with law enforcement agencies to obtain names and information of convicted perpetrators for listing on the registry.

Restricts access to registry information to authorized entities including law enforcement, mandated reporters, physicians, care providers, courts, and grand juries, with confidentiality protections for non-public records.

Allows individuals listed on the registry to request amendment or expunction of records if evidence of abuse is not found, with hearings conducted before a department-appointed hearing officer.

Permits employers and volunteer agencies to request clearance information from the registry with an individual's authorization, and allows the department to develop a public-facing system listing individuals cleared for vulnerable adult-related work.
