Amends Michigan law governing the 67th and 68th district courts in Genesee County to clarify jurisdictional boundaries and judge allocation across four divisions.

Specifies the 67th district (second class) comprises Genesee County except Flint, divided into four election divisions with a total of 6 judges distributed as: 1 judge in the first division, 2 judges in the second division, 1 judge in the third division, and 2 judges in the fourth division.

The 68th district (third class) consists of the city of Flint with 5 judges initially, reducing to 4 judges upon the first vacancy or when an incumbent judge does not seek reelection.

Allows consolidation of the 67th and 68th districts into a single first-class district if approved by 2/3 vote of Genesee County commissioners and the Flint city governing body, creating a fifth division for Flint judges.

Requires Genesee County to maintain existing court facilities in all municipalities for at least 2 years after March 27, 2014, with discretion to maintain or relocate facilities after March 27, 2016.
