SB 474 Summary

• Creates a 9-member Legislative Redistricting Commission within the Department of State, with 4 members appointed by each major political party and 1 chairperson appointed by the Auditor General.

• Requires the commission to prepare and submit a legislative redistricting plan to the legislature by September 1, 2021, and every 10 years thereafter, with at least 6 public hearings held across four designated regions of Michigan.

• Establishes redistricting guidelines including 38 senate districts and 110 house districts with population ranges of 95-105% of ideal district size, contiguity requirements, and preservation of county, city, and township lines to the extent practicable.

• Grants the Michigan Supreme Court original and exclusive jurisdiction to review redistricting plans for compliance with the act and allows remand to the commission if a plan fails to comply; cases must be filed within 60 days of plan enactment.

• Imposes eligibility restrictions on commission members, prohibiting lobbyists, government employees, and individuals holding elective office, and barring members from running for the legislature within 4 years of participating in a redistricting plan.
