Permits schools, colleges, and universities to use lock block devices on classroom doors, notwithstanding any other provision of the Fire Prevention Code.

Allows classrooms constructed after the bill's effective date to include locks that can be locked from inside without a key during emergencies.

Defines "lock block device" as a device preventing a classroom door from latching while maintaining a locked condition, including magnetic strips, magnets with clips, or magnetic plates.

Prohibits the Fire Prevention Code bureau from enforcing rules inconsistent with these provisions regarding classroom door locks.

Takes effect 90 days after enactment.
