Requires persons operating motorcycles (excluding autocycles) on public streets or highways to obtain a motorcycle endorsement on their operator's or chauffeur's license.

Allows moped operators age 15 or older to obtain a special restricted moped license without a road test if they demonstrate safety competence to the secretary of state.

Sets moped license fees at $7.50 for original licenses and $6.00 for renewals, with licenses expiring on the licensee's birthday in the fourth year following issuance.

Establishes penalties for violating the motorcycle endorsement requirement: first violation punishable by up to 90 days imprisonment or $500 fine; subsequent violations punishable by up to 1 year imprisonment or $1,000 fine.

Takes effect 90 days after enactment.
