Nonresident operators holding valid licenses from other countries may operate passenger vehicles in Michigan without obtaining a Michigan license if they do not receive compensation for operation.

Foreign-licensed operators must carry their valid home country license plus either an International Driving Permit or an English translation document if their license lacks an English translation.

Secretary of State must establish a unique driver record for any foreign-licensed operator convicted of a traffic violation in Michigan, making them subject to all fees, fines, restrictions, and enforcement as if licensed in Michigan.

Secretary of State may enter into reciprocal agreements with other countries to extend vehicle operation privileges and must publish a list of countries with which such agreements exist on its website.

Act takes immediate effect; applies to nonresident operators from countries party to international treaties or conventions on motor vehicle operation to which the United States or Michigan is also a party.
