Exempts rebates or discounts from drug manufacturers to consumers for use of drugs manufactured or licensed by the manufacturer from violating health care fraud prohibitions.

Exempts monetary payments from drug manufacturers to consumers, their health professionals, or contracted vendors for health care services required or recommended by qualified drug prescribing information from fraud prohibitions.

Defines "qualified drug" as any drug with FDA approval to treat multiple sclerosis.

Specifies covered health care services including cardiac monitoring, blood tests, liver function tests, eye examinations, pulmonary function tests, and vaccinations listed in FDA prescribing information.

Does not alter existing copayment, deductible, coinsurance, or other cost-sharing requirements under health insurance contracts or policies; effective July 11, 2016.
