Requires recycling establishments processing 100 or more tons annually to register annually with the Michigan Department of Environmental Quality by July 1, providing name, location, contact information, and other identifying details.

Mandates recycling establishments report to the department either annually or quarterly on amounts of reportable recyclable materials (glass, paper, plastic, metals, textiles, and single-stream combinations) received and shipped, measured in tons.

Makes individual recycling establishment reports confidential and exempt from public disclosure, but allows the department to aggregate and publish statewide recycling data by material category and total amounts.

Requires the department to post aggregated recycling data annually on its website and submit annual reports to the legislature beginning January 31, 2018, with recommendations for amendments.

Establishes effective date of June 27, 2016, with reporting requirements beginning October 1, 2016 for the first state fiscal year.
