Prohibits operators of websites, online services, and applications used primarily for K-12 school purposes from engaging in targeted advertising based on student information or persistent unique identifiers.

Bans operators from selling or renting student information and restricts disclosure of covered information except for specific purposes including K-12 school functions, legal compliance, judicial proceedings, safety, and contracted service providers with strict confidentiality requirements.

Requires operators to implement reasonable security procedures to protect student data and delete student information upon request by the K-12 school or school district.

Allows use of de-identified student information for improving educational products, demonstrating product effectiveness, and making educational or employment opportunity recommendations without third-party payment considerations.

Effective date is March 22, 2017, with exceptions for general audience websites, law enforcement requests under court order, and provisions allowing students to download and maintain their own data.
