Senate Bill 511 Summary

• Creates a citizens redistricting commission consisting of 14 members selected through a multi-step process beginning January 1, 2020, and every 10 years thereafter in years ending in zero.

• Establishes conflict-of-interest disqualifications for applicants including those with recent political office, party employment, lobbying experience, or substantial campaign contributions within the past 10 years.

• Commission membership structured as 3 members from each of the two major political parties and 2 independent members, selected through random drawing after legislative leaders may strike up to 2 candidates from each party's pool.

• Requires all commission activities to comply with open meetings act and freedom of information act, prohibits ex parte communications about redistricting, and mandates public hearings before and after map drawing with at least 14 days for public comment.

• Repeals 1996 PA 463 and 1999 PA 221 and PA 222 regarding legislative and congressional redistricting, effective only upon ratification of Senate Joint Resolution L by voters as a constitutional amendment.
