Creates the Michigan Historical Commission within the Department of Natural Resources with 10 members: one appointed by the Speaker of the House, one by the Senate Majority Leader, seven by the Governor with Senate approval, and the DNR Director as ex officio member.

Governor-appointed members serve 4-year terms; legislative appointees serve 2-year terms coinciding with state representative terms; members receive no compensation except actual and necessary expenses.

Commission must meet at least 4 times annually with at least one meeting in Lansing, conduct business in public compliance with Michigan's Open Meetings Act, and maintain records subject to the Freedom of Information Act.

Commission shall advise the DNR on collecting historical artifacts and disseminating Michigan history information, assist the Michigan Historical Center with annual reporting to the Governor and legislature, and annually review and make recommendations on admission fees for the Michigan Historical Center.

Takes effect 90 days after enactment, contingent on Senate Bill 522 of the 98th Legislature being enacted into law.
